The bill mainly addresses the copyrights and usage of old photographs and other works of artists who are not traceable or locatable, and not to the legions of people panicking on the internet about having their wonky pictures of sunsets being stolen by &quot;the man&quot;.  

It applies mainly to the artwork and photography of dead people who hold the copyright and are unable to allow the use of such images due to being a corpse.
